What is INSPIRE?

Infrastructura de date spatiale in Europa (INSPIRE) este o directiva aprobata de Comisia Europeana in calitatea sa de organ executiv al Uniunii Europene, in vederea crearii unei infrastructuri de date spatiale pan-Europene. Scopul acestei directive este sa favorizeze colaborarea intre producatorii si utilizatorii de date spatiale prin intermediul unei infrastructuri (tehnologie si permisiuni) accesibile via Internet, prin crearea unei singure comunitati geospatiale in vederea asigurarii suportului decizional pentru o Europa sustenabila si productiva.

The INSPIRE stakeholders are the European Commission, the executive body of the European Union; the Member States of the European Union; and the Public Authorities within and across the Member States.

The Mandates

INSPIRE will be a network of many interoperable SDIs that are created and maintained by EU member states and their agencies. The European Commission established five sets of implementing rules to qualify an SDI as INSPIRE-compliant.

  • Transform service (converts datasets and services to meet interoperability standards)
  • Invocation service (any additional services required to run an above service)
Data and Service Sharing
  • Community level geoportal
  • Datasets and services connect to the community level geoportal
  • Freely available to the public (Exceptions: fees, security, privacy, copyright)
  • Datasets and services are available to public authorities within and across Member States
  • Datasets and services shared with authorized organizations outside the EU
Monitoring and Reporting
  • Report and monitoring on datasets, services, and metadata
  • Reporting on status of INSPIRE requirements.

The Deadlines

The INSPIRE Directive has established the following deadlines.

  • June 30, 2011: The European Commission establishes and runs a geoportal at the Community level.
  • October 19, 2011: Access to spatial datasets and services of Member States by Community level organizations for new arrangements.
  • November 9, 2011: Discover and View Services operational.
  • November 23, 2012: Interoperability of newly collected and extensively restructured Annex I datasets.
  • December 28, 2012: Transformation and Download Services available.
  • February 4, 2013: Interoperability of newly collected and extensively restructured datasets.
  • April 19, 2013: Access to spatial datasets and services of Member States by Community level organizations for existing arrangements.
  • December 3, 2013: Metadata available for Annex III datasets.
  • October 2015: Interoperability of newly collected and extensively restructured Annex II and III datasets.
  • November 23, 2017: Interoperability of existing spatial datasets and services still in use.
  • October 2020: Other Annex II and III spatial datasets and services available according to implementation rules.
